隲 is a variant form of 騭. The character combines 馬 (horse) with a phonetic element that also suggests rising or ascending. The exact historical development is uncertain.
The left side looks like a hill (阝), and the right side contains a horse (馬). Imagine a stallion climbing a steep hill to reach a mare, and in doing so, it 'makes' an effort.
For チョク, picture a stallion named Chok climbing a hill: Chok -> チョク, and the horse makes it to the top.
