A senior technical leadership title in Japanese government agencies, public corporations, or large organizations. Equivalent to a top-level engineering or scientific advisor. Not a generic term for a lead engineer on a project.

Compound of 技 (technique, skill) and 監 (supervisor, inspector). The exact historical derivation is uncertain, but the term has been used in Japanese government structures since the Meiji era to denote a senior technical supervisory role.
