Almost always used in the negative form 浮かばれない to mean that a deceased person's spirit cannot rest in peace, often because of unresolved matters or lack of proper memorial. The affirmative form is rare.

The soul of him who died with regret probably still cannot rest in peace.
It is said that if you don't hold a memorial service, the dead cannot rest in peace.

Used when someone's efforts or talents are finally acknowledged, often after a period of obscurity. Can imply that the person's hard work has paid off and they have achieved a deserved status.
長年下積みだった彼も、ようやく浮かばれた。
After years of working in obscurity, he has finally gained recognition.
努力が報われて、やっと浮かばれる気がする。
My efforts have paid off, and I finally feel like I'm getting somewhere.
