打ち切り means a definitive end or discontinuation, while 打ち掛け implies a temporary pause with intention to resume.
Compound of 打ち (uchi, prefix adding emphasis or action) + 掛け (kake, from 掛ける 'to hang, put on'). The bridal robe sense comes from the garment being draped over the kimono. The game sense comes from 'hanging up' the game for later.
