The speaker wants to express an opinion while being polite, indirect, or acknowledging it's just their view.
The most basic and versatile way to say 'I think that...'. Attach to a clause. Polite form is ～と思います, casual is ～と思う.
彼は来ないと思います。
I think he won't come.
この色の方がいいと思う。
I think this color is better.
A softer, more tentative way to say 'I think that perhaps...'. Often used to avoid sounding too direct.
それは少し難しいのではないかと思います。
I think that might be a little difficult.
Literally 'I have a feeling that...'. Expresses an intuitive or less certain opinion. Casual form is ～気がする, polite is ～気がします.
今日は雨が降る気がする。
I have a feeling it will rain today.
Similar to ～と思う but slightly more subjective or impressionistic. 'It seems to me that...'.
彼の説明は正しいように思う。
It seems to me that his explanation is correct.
The speaker wants to stress that the opinion is personal and not necessarily shared by others.
Literally 'it's strictly my opinion, but...'. Emphasizes that it's a personal stance.
あくまで私の意見ですが、その提案には反対です。
This is just my personal opinion, but I'm against that proposal.
Means 'as an individual, I...'. Clearly separates personal view from group or official stance.
私個人としては、その考えに賛成です。
Personally, I agree with that idea.
A formal, written phrase meaning 'this is my personal view'. Used in essays or formal discussions.

This is my personal opinion, but I think there are problems with the current policy.

While 個人的な意見 is correct, overusing it can sound stiff. In casual conversation, simply using ～と思う or ～気がする is more natural.

I think that's a bit different.
In Japanese, 'I' is often omitted when it's clear from context. Instead of 私は～と思う, just ～と思う is common.
明日は晴れると思う。
I think it will be sunny tomorrow.
