絵本 is a story-based picture book, while 図鑑 is a non-fiction reference book with pictures and facts. If you want a book about animals with photos and descriptions, use 図鑑. If you want a bedtime story with illustrations, use 絵本.
The direct loanword ピクチャーブック is not commonly used in Japanese. Stick with 絵本 or other native terms.
