廃止する is the most general term for repealing a law or system. 撤廃する is often used for abolishing regulations or controls, especially in economic contexts. 撤回する is for revoking a decision or statement, not typically for laws.
English 'repeal' is specific to laws and official acts. Do not use リピールする (a loanword) in Japanese; it is not natural. Use the appropriate verb based on context.
