While 勉強 (べんきょう) means 'study', it does not convey the idea of studying abroad. Use 留学 to specifically mean studying in a foreign country as a student. Saying 海外で勉強する is grammatically correct but sounds like 'studying overseas' in a general sense, not necessarily as an enrolled student.
