vertical iteration mark (kun'yomi repetition)
A now-rare symbol used in vertical writing to indicate that the preceding kanji is repeated and should be read with its kun'yomi. Compare 々, which is the more common iteration mark for kanji repetition.
昔の縦書きの本では、「〻」が前の漢字の繰り返しを示すことがあった。
In old vertically written books, 〻 sometimes indicated the repetition of the previous kanji.
