まで adds an unexpectedly extreme person, thing, place, or result to the affected range. It often corresponds to “even” and suggests that the situation extends farther than expected.
Reaching beyond what was expected
Imagine a range of people or things affected by an event. まで presents one item as the surprising outer edge of that range. The sentence must give the listener a reason to see that item as unlikely; without such context, the same particle may simply mark an endpoint.
People, places, and consequences

Extreme example or ordinary endpoint?
With the focus use, まで means that the affected range reaches an unexpectedly extreme item. With the endpoint use, the same form merely says where movement, time, or another range ends. The endpoint use does not require surprise.
普段は一人で何でもする彼が、今回は私にまで助けを求めた。
He usually does everything alone, but this time he even asked me for help.
