ぞっとする is a physical shudder of horror, often from something creepy or gruesome. 愕然とする is more about being mentally stunned by shocking bad news or behavior. Use ぞっとする for visceral reactions, 愕然とする for moral or intellectual shock.
恐ろしい means 'terrifying' or 'horrifying', not just 'bad' or 'unpleasant'. Using it for minor things sounds overly dramatic. Reserve it for genuinely frightening or horrifying situations.
彼の言い訳にはあきれた。
