流暢 (ryuuchou) is a standard, slightly formal word for fluency. ペラペラ (perapera) is casual and onomatopoeic, often used in everyday conversation. ペラペラ can sometimes imply glibness or talking too much, but usually it's positive for language ability.
While 流暢 is the direct translation, it's not always the most natural choice. In casual settings, ペラペラ is more common. Also, Japanese often uses phrases like 上手 (jouzu) or できる (dekiru) to describe language ability, which may be more natural depending on context.
