In Japanese, 'non-fat milk' is commonly referred to as 無脂肪乳 (mushibōnyū) or スキムミルク (sukimu miruku). The most natural term depends on context: for drinking, 無脂肪乳 is standard; for cooking or coffee, スキムミルク is often used. Note that 低脂肪乳 (teishibōnyū) means 'low-fat milk', not non-fat.
