An ordinance is a law or regulation made by a local government. In Japanese, this is most commonly expressed as 条例 (jōrei). Depending on context, other terms like 法令 (hōrei) or 布令 (furei) may apply, but 条例 is the standard equivalent for municipal or prefectural ordinances.
