Both mean 'peace agreement' and are often interchangeable. 平和協定 is slightly more common in everyday contexts, while 和平協定 appears more in diplomatic language. In practice, the difference is minimal.
If the agreement is specifically about stopping fighting, use 停戦協定 (ceasefire). For a formal treaty ending a war, 平和条約 or 講和条約 is appropriate. For a broader settlement, 和平合意 works well.
