新人 (shinjin) emphasizes newness to a group or organization, often in a workplace or team. 初心者 (shoshinsha) emphasizes lack of skill or experience in an activity. ルーキー (rookie) is a loanword used mainly in sports and entertainment, carrying a nuance of fresh potential.
While ルーキー is understood, it is not the default word for 'rookie' in most contexts. Using 新人 or 初心者 is usually more natural unless you are specifically talking about sports or using a trendy term.
