Both mean 'be careful' or 'pay attention', but 注意する is slightly more formal and can imply a warning, while 気をつける is more personal and used in everyday advice. 注意する is also used for 'caution' or 'warning' signs.

Do not translate 'take notice' literally as 通知を取る or similar. The natural Japanese depends on the intended meaning: paying attention (注意する), noticing (気づく), or acknowledging (考慮に入れる).
Literally 'attach your mind/energy', used for being careful or mindful. Slightly more casual and personal than 注意する.
