参加する is the safest, most neutral word for 'participate'. 出る is more casual and often implies appearing on stage or in a competition. Use 参加する for meetings, classes, and formal events; use 出る for performances, contests, or TV appearances.

participate in a meeting
参加する is for events/activities, not for becoming a member. To join a club or company, use 入る (はいる). Saying サッカー部に参加する sounds unnatural; say サッカー部に入る.
