免税 (めんぜい) is used when a tax that would normally apply is exempted, such as for tourists or duty-free goods. 非課税 (ひかぜい) is used for items or income that are legally outside the scope of taxation from the start.
無税 (むぜい) is rare and mainly used in historical or legal contexts. Stick to 免税 or 非課税.
