決まっていない (intransitive) focuses on the state of the matter being undecided, regardless of who decides. 決めていない (transitive) implies a specific person (often the speaker) has not made the decision. Use 決まっていない for schedules, plans, or when the decider is irrelevant. Use 決めていない when you want to emphasize your own indecision.
