弄 centers on handling something casually or without serious purpose: playing with an object, tampering with it, or trifling with it in a light or meddlesome way.
弄 combines 王 (jade) and 廾 (two hands), originally depicting hands playing with a piece of jade. The modern form preserves this visual idea of handling something with both hands.
The top 王 looks like a precious jade piece, and the bottom 廾 shows two hands holding it. Picture someone idly turning a jade ornament over in their hands, just playing with it.
For ロウ, imagine a low table where someone sits and plays with a jade piece: low -> ロウ, and the hands keep trifling with the ornament.
