if you ask me; as for ...
Used to preface a personal opinion or evaluation, often when contrasting with others or stating one's own view. Equivalent to 'if you ask me' or 'as for me'.
どうかと言うと、私はこの計画に反対です。
If you ask me, I'm against this plan.
彼の意見はどうかと言うと、あまり賛成できない。
As for his opinion, I can't really agree with it.
Similar in meaning but more explicitly comparative ('if I had to choose'), while どうかと言うと is a softer way to introduce a personal stance.
A fixed expression combining the interrogative どう (how) with the conditional か (if) and the quotative と言うと (speaking of). Literally 'if one says how it is', it evolved into a phrase for giving one's own opinion.
