Used when there is no clear outlook or timeline for something, often with ~のめどが立たない. Conveys uncertainty about when or if something will be resolved.

Positive counterpart: 'a prospect is in sight' or 'a timeline becomes clear'. めどが立たない is the negative form.
From めど (目処/目途, 'prospect' or 'outlook') + が + 立たない (negative of 立つ, 'to stand' or 'to be established'). The phrase literally means 'a prospect does not stand'.
