全まったくと言いっていいほど

Used with a negative predicate to emphasize that something is almost completely absent or not the case. Literally 'one can say it is entirely...', it strengthens the negation.

• 彼かれは全まったくと言いっていいほど日本にほん語ごが話はなせない。

  He can speak hardly any Japanese at all.

• この問もん題だいについては全まったくと言いっていいほど知しられていない。

  Almost nothing is known about this issue.
