Used to preface a reluctant opinion or choice when one would rather not state it outright. Often softens a potentially negative or hesitant statement.

If I had to say, I'd prefer it a little spicier.
強いて言うなら、この色の方がいいかな。
If I must choose, I guess this color is better.
Almost synonymous; 強いて言えば uses the conditional ば form and is slightly more formal or written. 強いて言うなら is more conversational.
Phrase composed of 強いて (forcibly, by force) + 言う (say) + なら (if). Literally 'if I say it forcibly', i.e., 'if I had to say'.
