Used to indicate the earliest possible time something can happen, often with a sense of 'even if it's early'.

• 早はやくても来らい週しゅうにならないと結けっ果かは出でません。

  The results won't be out until next week at the earliest.

• 早はやくても明日あしたの朝あさまで待まってください。

  Please wait until tomorrow morning at the earliest.
