resident registration code
An 11-digit personal identification number assigned to each resident in Japan's Basic Resident Register system. Used for administrative procedures such as moving, passport applications, and obtaining copies of residence certificates.

住民票 is the certificate of residence itself, while 住民票コード is the identification code linked to that record.
Compound of 住民票 (resident registration) + コード (code). The term was introduced with the revision of the Basic Resident Registration Act in 2002.
