はかり is the common, everyday word for scales or a balance. 体量器 is more technical and less frequently used.
Compound of 体 (body, object) + 量 (quantity, measure) + 器 (device, instrument). The exact historical derivation is uncertain, but the kanji straightforwardly indicate a measuring instrument for weight.
