Rare term; 完璧主義 is the common word for perfectionism. 完全癖 may appear in older or more literary contexts, or as a calque.

His perfectionism is actually slowing down the work.
「完かん全ぜん癖へき」は「完かん璧ぺき主しゅ義ぎ」とほぼ同おなじ意い味みだが、あまり使つかわれない表ひょう現げんだ。
完全癖 means almost the same as 完璧主義, but it's a rarely used expression.
