ぐるみAs a whole; involving the entire group

ぐるみ attaches to a noun and shows that an entire family, organization, community, or similar collective is acting together, involved, or affected as one unit.

Seeing the noun as one collective

ぐるみ does not simply mean “all.” It presents the noun as a collective body whose members participate together or share involvement. The context may be cooperative, neutral, or blame-related; the suffix itself carries no negative judgment.

Notice how the nature of the group changes, while the basic idea of whole-group involvement remains the same.

まちぐるみでかいがんせいそうかつどうんでいる。

The whole town is working together on a beach cleanup.

ぐるみ includes the members or entire body of a named collective. By contrast, なにからなにまで means “everything from beginning to end” and covers all aspects or details rather than all members of a group.
