ないではおかない・
Expresses a firm determination to make something happen, or says that a powerful cause is bound to produce a particular reaction or result.
Two ways the force can work
With a determined person or group as the subject, the construction means that they are resolved to carry out the action. With an event, work, statement, or other stimulus as the subject, it means that the stimulus will inevitably produce a response in someone else. The second pattern often uses a causative verb such as 考えさせる or 感動させる.

私は真相を必ず突き止めずにはおかない。
I am determined to uncover the truth, no matter what.

What it actually asserts
This construction presents the action or result as something that will not be allowed to remain unrealized. It is therefore stronger than a simple prediction: the first use conveys resolve, while the second emphasizes the compelling power of a cause. Use it when that force matters, not merely to say that something will probably happen.
Not simply an irresistible personal urge
ずにはおかない says that a determined agent will ensure an action happens, or that a cause will inevitably produce a result. By contrast, ずにはいられない describes a person's inability to suppress an inner impulse. Ask whether the sentence is about ensuring an outcome or about being unable to resist doing something.
その話を聞くと、笑わずにはいられない。
Whenever I hear that story, I cannot help laughing.
