いたってはWhen it comes to the most extreme case

いたっては singles out the most striking or extreme member of a progression and comments on why it stands out. It often corresponds to “when it comes to...” or “as for... in particular,” but with a stronger sense of escalation.

Reaching the standout case

Think of several cases arranged along a scale. After mentioning earlier members, the speaker reaches one that is especially surprising, serious, impressive, or otherwise exceptional. いたっては marks that member as the one deserving special comment.

A critical escalation

しんじんせつめいしょみ、しゅにんいちかくにんしたが、ちょういたってはりょうひらきさえしなかった。

The new employee read the instructions, and the supervisor checked part of them, but the department head did not even open the materials.

Analyze

The behavior becomes progressively worse, and the department head is singled out as the most striking case.

Not limited to criticism

Negative criticism is common, but the construction itself is not negative. It can also present the highest achievement or another remarkable positive extreme, provided that a real progression is clear.

A positive extreme

たいかいではにゅうしょうし、ぜんこくたいかいではゆうしょうし、かいたいかいいたってはしんろくまでじゅりつした。

They placed in the regional competition, won the national competition, and, at the world competition, even set a new record.

Analyze

The world competition is the highest stage in the sequence, and setting a record explains why it stands out.

Three different ways of reaching an endpoint

いたっては selects one extreme case and then comments on it. By contrast, いたって or いた describes reaching a stage or result, while いたるまで emphasizes that a range extends all the way to its endpoint. Only the target construction makes the endpoint a special topic for evaluation.
