に至るまで presents a broad range as reaching all the way to a notable, surprising, or very specific endpoint. It strongly suggests that the members between the two ends are included as well.
What the endpoint contributes
The endpoint is not merely where the range stops. It is selected because it demonstrates how far the range extends: perhaps to a remote place, a low or high rank, a minor component, or a surprisingly fine detail. The construction therefore combines inclusive range with rhetorical emphasis.
Stated and contextually supplied ranges
The first example states both ends explicitly. In the second, the earlier part of the sentence establishes the range before the endpoint appears.
