かぎりにFinal cutoff or last occasion

かぎりに marks a time or event as the final cutoff. After that point, an activity, service, relationship, or policy ends and does not continue as before.

What the expression tells the listener

The noun before かぎりに is not merely a deadline. It is presented as the last relevant occasion or the point at which an ongoing practice ends. For that reason, the sentence should make clear what will stop afterward.

Typical cutoff situations

The expression works especially naturally with personal resolutions, retirement or withdrawal, and the ending of an organizational service.

かぎりに presents the named point as the last occasion after which something ceases. をもって can mark a similar official cutoff but sounds more ceremonial and announcement-like. までに instead gives a deadline by which an action must be completed; it does not itself say that an ongoing activity ends permanently.
