It names the first of a series: a tour opens in one city and goes on to the next, one shop opens and more follow. The rest of the sentence says how things went on or spread from there.

全ぜん国こくツアーは福ふく岡おか公こう演えんを皮かわ切きりに、広ひろ島しま、大おお阪さか、名な古ご屋や、東とう京きょうへと続つづく。

The national tour opens in Fukuoka and goes on to Hiroshima, Osaka, Nagoya and Tokyo.

How to form it

Noun + を皮かわ切きりに（して）

The して is optional and changes nothing; を皮かわ切きりとして is the same again. After a verb, add の: 開ひらくのを皮かわ切きりに.

Before it: The first of the run: a concert, an opening, a launch, an announcement, or just the place where it starts.
After it: The rest of the run: more of the same kind, one after another. Look for 続つづく, 順じゅん次じ, 次つぎ々つぎと, 各かく地ちで, 相あい次つぐ.
Where you'll meet it: News, business reports, publicity for tours and exhibitions. Out loud people say …から始はじまって.

The film festival opens with screenings in Kyoto and then travels to Kobe, Nara and Wakayama.

を皮かわ切きりに or をはじめ?

Both get translated "starting with". Only を皮かわ切きりに is about time.

The tour opens in Tokyo and takes in five cities across the country.

Tokyo is the first stop.

Tokyo is the best-known of the five. It may not come first.
