This construction presents a situation as having progressed to a notably late, serious, or decisive stage. に至って and に至り introduce what finally happens at that stage, while に至っても stresses that an expected change still does not occur even then.
A progression, not just a time
The important idea is reaching a stage after some preceding development. The first part of the sentence should therefore establish escalation, accumulation, delay, or a series of earlier events. Words meaning “finally,” “only then,” “for the first time,” “even now,” and “still” often make this progression especially clear.
Belated realization
数か月にわたって異常が報告されていたが、事故が起きるに至って、会社はようやく設備の欠陥を認めた。
Abnormalities had been reported for months, but only when an accident occurred did the company finally acknowledge the equipment defect.

半年にわたって協議を重ね、最終合意に至り、両社は共同声明を発表した。
