末(に)After a long process; in the end
Introduces the outcome reached after a long, involved, or difficult process. It directs attention not only to the result, but also to the substantial path leading to it.
What the pattern highlights
This pattern does more than place one event after another. The preceding part describes a process substantial enough to matter—perhaps repeated reconsideration, months of negotiation, or sustained effort—and the following part gives the endpoint. Natural translations include “after much...,” “after a long process,” and “finally, after....”
The main forms
The outcome may be welcome, neutral, or difficult. What remains constant is the emphasis on the path taken to reach it.

AnalyzeThe repeated revisions provide a substantial process, and the completed proposal is a welcome result.

度重なる検討の末の決定は、旧校舎を保存するというものだった。

Analyze末の directly modifies the result noun “decision.”
With or without the particle
末に clearly connects the completed process to the following result. The particle is often omitted in compact written phrasing, especially when the relationship between the process and result is already clear.
A neutral endpoint versus a disappointing one
末 can lead to a positive, neutral, or difficult outcome. あげく strongly favors a troublesome course ending in a disappointing or undesirable result. Because of that tendency, replacing the target in an entirely positive success story often sounds mismatched.
十年にわたって研究を重ねた末に、新薬の開発に成功した。
After ten years of sustained research, they succeeded in developing a new drug.
AnalyzeNatural: the long process ends in a clearly welcome outcome.
十年にわたって研究を重ねたあげく、新薬の開発に成功した。

AnalyzeAwkward in this straightforwardly positive context, unless the wider context presents the process or outcome negatively.
