This expression rejects the idea that a problem, fact, or tendency is unique to one named person, group, place, period, or field. It implies that the same thing occurs more broadly.
Correcting a narrow view
The noun before the expression names the case being treated as special. The sentence then denies only that this case is unique; it does not deny that the fact itself is true. A following sentence often names the wider group, although context may make that unnecessary.
