に限らず says that something applies not just to the named case, but to other cases or a wider category as well.
How the range expands
The noun before に限らず sets an initial boundary. The following phrase then moves beyond that boundary, either by naming another member or by making a broader statement. The frequent particle も makes the added case especially clear, but it is not required when the broader range is already obvious.

に限らず expands the range: “not limited to.” By contrast, に限り restricts the range: “limited to” or “only.” For nearby additive expressions, にとどまらず is more formal and often highlights an effect spreading past an expected boundary, while のみならず is a formal “not only ... but also” expression that can attach more broadly than the noun-based pattern taught here.
