JLPT N1Written, formalNews, reports

にとどまらずnot stopping at; going beyond

とどまる is "to stay", so A にとどまらず is "without stopping at A". Damage, influence, popularity or someone's work has gone past that line and reached further.

After a noun

Noun + にとどまらず

What it has reached comes next, usually with も: 内ない陸りく部ぶにも, 海かい外がいでも.

After a verb or an adjective

Plain form + だけにとどまらず

軽かるいだけにとどまらず. A な-adjective keeps its な: 便べん利りなだけにとどまらず. After a verb the だけ is often left out: 指し摘てきするにとどまらず.

Before it
The line it might have stayed inside: 国こく内ない (the country), 県けん内ない (the prefecture), one field, one group.
After it
How far it has gotten, often with 広ひろがる (to spread), 及およぶ (to reach) or 拡かく大だいする.
Where you'll meet it
News, reports, essays, company profiles, for good news and bad alike. In conversation people say だけじゃなくて.

In use

Not a plain "not only"

Something has to reach past a line: an effect, a reputation, the range of what a person or a thing does. With two small things side by side, it comes out as a joke.

Sounds odd: 昨日きのうはラーメンにとどまらず、ギョーザも食たべた。

Yesterday I did not stop at ramen; I had gyoza as well.

Fine if you are laughing at how much you ate. Otherwise ラーメンだけじゃなくて、ギョーザも食たべた.

Close neighbours

に限らずN2

"Not only A". It says who or what something is true of, as a rule or a general fact. Nothing has to spread.

だけでなくN4

The usual "not only A but also B". In conversation people mostly say だけじゃなくて.

More detail

にとどまらない ends a sentence.

Without the negative it is the reverse, and the news is full of it: something went no further than a low mark.
