This construction says that the gap between two things is so great that an ordinary comparison feels inadequate. It is emphatic: use it for a genuinely dramatic difference, not a small advantage or disadvantage.
How the comparison works
The item before とは is the benchmark. The construction itself says only that the gap is enormous; it does not say which side is better. An adjective, a verb, or the surrounding context must supply that direction.
