を兼ねてCombining two purposes
を兼ねて says that one action, event, visit, or object serves an additional purpose as well. The two purposes can both be planned and important.
One occasion, two functions
The noun before を兼ねて names an additional purpose. The following action must genuinely accomplish that purpose while also doing something else on the same occasion.
A personal plan
今週末は運動を兼ねて、海沿いを自転車で走るつもりです。
This weekend, I plan to cycle along the coast, getting some exercise at the same time.

Describing a dual-purpose event
地域交流を兼ねた防災訓練を日曜日に実施します。
On Sunday, we will hold an emergency drill that also serves as an opportunity for community interaction.

を兼ねて presents one plan as serving two purposes. By contrast, ついでに treats the second action as something done because the main activity creates a convenient opportunity.
観光を兼ねて、出張の日程を一日延ばした。
I extended the business trip by one day so that it could also include sightseeing.

出張のついでに、近くの美術館に寄った。
While I was away on business, I took the opportunity to stop by a nearby art museum.
