をもってAs of; effective cutoff
をもって formally marks a time or event as the effective boundary at which an activity, service, appointment, or proceeding ends or changes.
What the expression marks
The noun before をもって is not merely a deadline by which something should be done. It is the boundary where an ending or established change formally takes effect. Typical contexts include closing a facility, ending a service or application period, retiring from a position, and concluding a meeting.
Typical official uses
当館は九月三十日をもって閉館いたします。
This facility will close as of September 30.
AnalyzeLiterally: This facility will close with September 30 as the effective boundary.
以上をもちまして、本日の式典を終了いたします。
This concludes today's ceremony.
Analyze以上 refers to everything said or done up to this point and serves as the formal closing boundary.
私は本年度末をもって、理事長を退任いたします。
I will step down as chair at the end of this fiscal year.
AnalyzeDo not confuse the deadline and means uses
With a time, event, or present-point noun, をもって marks an effective boundary. With an instrument, evidence base, or criterion, the identical form instead means “by means of” or “on the basis of.” For a neutral completion deadline, use までに; for a last occasion or personal resolution, を限りに is often more suitable.
最終案は投票をもって決定する。
The final proposal will be decided by a vote.
Analyze投票 names the means used to decide, not a point in time, so this is the separate means use.
