を余儀なくさせる formally says that a situation, event, or organization leaves another party no choice but to take a difficult or unwanted action. The cause is the subject, the affected party is marked with に, and the forced action is expressed as a noun.
Follow the direction of force
The subject is not the party forced to act. It is the event, condition, policy, or organization that creates the pressure. The affected party follows に, and the action that party must take follows を. The construction implies more than influence: no realistic alternative remains.
Assigning causal responsibility
