とばかり（に）As if to say
とばかりに presents an action, expression, or reaction as if it were silently communicating the words placed before it. The words are the narrator's interpretation of visible behavior, not necessarily something that was actually said.
Reading behavior as a message
The phrase before とばかりに gives the words that an action seems to convey. The following action must make that interpretation plausible: a gesture, facial expression, movement, sound, or other visible reaction.

「任せろ」とばかりに、彼は重い箱を一人で持ち上げた。
As if to say, “Leave it to me,” he lifted the heavy box by himself.

ここぞとばかりに is a fixed extension. It presents someone's eager action as carrying the message “This is the moment,” often after an opportunity suddenly appears.

When it was time for questions, she eagerly raised her hand, seizing her chance.
AnalyzeSilent message or nearly performed action?
とばかりに reconstructs words that behavior appears to communicate. By contrast, んばかり follows a verb and describes something as almost happening or as reaching near-action intensity. Ask whether the missing element is a message or an action: a message favors the target pattern.
