とはいえAdmittedly..., but; that said
とはいえ acknowledges that the first statement is true, then adds a qualification that limits the conclusion you might normally draw from it. It often corresponds to “admittedly..., but...” or “that said.”
Grant first, then qualify
The first statement is not denied. The speaker accepts it, then shows that it does not lead as far as someone might expect. The second part must therefore be a genuine limit, reservation, or counterweight to the first.
Inside a sentence
経験が豊富だとはいえ、すべてを一人で判断するのは危険だ。
Even with extensive experience, making every decision alone is risky.
AnalyzeThe experience is accepted as real, but it does not justify handling every decision alone.
専門家とはいえ、すべての分野に詳しいわけではない。
Even an expert is not necessarily knowledgeable in every field.
AnalyzeThe noun directly names an accepted category; the rest limits the expectations attached to that category.
As a sentence connector
とはいえ can begin a new sentence and refer back to the complete statement immediately before it. In this position, “that said” is often the most natural English equivalent.
この制度は一定の成果を上げている。とはいえ、改善すべき点はまだ多い。
This system has produced some results. That said, there is still much room for improvement.
AnalyzeThe connector accepts the positive assessment, then prevents it from being taken as a claim that the system is already satisfactory.
