とはいうもののAdmittedly..., but...

This expression accepts an initial statement as true, then adds a limitation or mismatch that prevents the statement from being accepted without reservation. It is similar to “admittedly ..., but ...” and is especially common in careful writing.

Accept first, then qualify

The first clause remains valid. The second clause does not cancel it; instead, it identifies the practical limit of the conclusion someone might naturally draw from it. A useful test is whether you can hear an unstated expectation between the two clauses.

Inside one sentence

便べんになったとはいうもののつづきにはまだかんがかかる。

Admittedly, things have become more convenient, but the procedures still take time.

Analyze

Becoming more convenient might suggest that the process is now quick; the second clause limits that expectation.

Referring back to a complete sentence

とはいうものの can stand at the beginning of a new sentence. This is useful when the accepted claim has already been stated and the writer now pauses to add a reservation.

しんせいはじまった。とはいうもののようできるいきはまだかぎられている。

The new system has begun. That said, it is still available only in limited areas.

The second sentence qualifies what “has begun” means in practice.

Choosing among nearby forms

とはいうものの is relatively full and reflective: it openly acknowledges the first claim before qualifying it. とはいえ is shorter and can sound more compact or rhetorical. Plain ものの links the two clauses more directly, without the same explicit acknowledgment frame. といっても is more conversational and often narrows the scale or content suggested by a description.
