(よ)うと~まいと・ (よ)うが~まいがWhether or not; regardless of whether
This paired pattern presents an action and its nonoccurrence as two possibilities, then says that the following fact, decision, rule, or evaluation remains unchanged either way. It has a firm, rhetorical force similar to “whether or not” or “regardless of whether.”
What remains unchanged
The paired section sets up “the action happens” versus “the action does not happen.” The main clause then states something that holds under both possibilities. This is why the pattern works especially well with firm policies, fixed decisions, rules, evaluations, and facts that cannot be altered by someone’s choice.
Decisions and facts that hold either way
Notice that each main clause remains valid whether the first event occurs or not.
委員会が承認しようと承認しまいと、当社はこの調査結果を公表する方針だ。
Whether or not the committee approves, our company intends to publish these findings.
Analyze誰が信じようが信じまいが、記録に残された事実は変わらない。
Whether anyone believes it or not, the facts preserved in the record do not change.

AnalyzeChoosing between the two linkers
と and が do the same essential job here: they connect the positive and negative possibilities and lead into an unchanged conclusion. Whichever one you choose, repeat it at the end of the pair.
Indifference, deliberation, and the everyday alternative
The target pattern says that the following result does not depend on the choice. By contrast, ようか~まいか means that someone is still weighing whether to act. For a neutral everyday statement of “whether or not,” ても~なくても is usually more natural; the target sounds firmer and more rhetorical.
彼が来ようと来まいと、会議は十時に始める。
Whether he comes or not, we will start the meeting at ten.
