ではあるまいか presents a conjecture or opinion as a rhetorical negative question. Despite its negative shape, it usually suggests cautiously that the preceding idea may indeed be true.
A negative question that advances a positive idea
The writer is not normally predicting that the preceding idea is false. The full pattern works more like “might this not in fact be true?” It softens the claim while still guiding the reader toward accepting it.

Might this silence in fact reflect society's indifference?

Direct attachment to nouns and na-adjectives
When the proposed conclusion is itself a noun or na-adjective, attach ではあるまいか directly. This is especially useful when identifying what the real issue, cause, meaning, or result may be.

Choosing the right kind of conjecture
のではないだろうか is the more neutral modern choice for cautiously offering an opinion. ではあるまいか is more formal, literary, and deliberately rhetorical. Plain conjectural まい, by contrast, normally predicts that something is not true or will not happen; it does not by itself create the positive rhetorical force taught here.
