のではないだろうか・のではないかとおもHedged opinion or interpretation

This pattern cautiously advances an opinion or interpretation instead of stating it directly. Despite its negative-question shape, it often suggests that the preceding idea is probably true.

What the pattern does

The speaker has a view to put forward but leaves room for discussion. The clause before contains the actual interpretation, and the rest softens it into something like “might it be that...?” or “I think perhaps....” In natural English, a simple “perhaps,” “may,” or “I think” often gives a better translation than a literal negative question.

Two characteristic uses

The first example advances an essay-like interpretation. The second makes a careful personal recommendation.

データをかぎり、ようしゃかくより使つかいやすさをじゅうしているのではないだろうか

Judging from the data, perhaps users place more importance on ease of use than on price.

Analyze

This is not primarily a request for a yes-or-no answer. It is a cautiously presented interpretation of the data.

わたしは、かいらいしゅうばしたほうがいいのではないかとおもいます

I think it might be better to postpone the meeting until next week.

Analyze

The polite form of “think” makes the personal hedge explicit and suits a careful workplace suggestion.

Choosing between the two variants

のではないだろうか often invites the audience to consider a conclusion and is especially natural in careful analysis or discussion. のではないかとおも places the caution more clearly inside the speaker's own judgment. They overlap in meaning, but the second is often easier to use when you want to sound personally tentative rather than rhetorically persuasive.
